
For more than thirty years, S-57 has underpinned electronic navigation. It has served the industry well. But it is worth being honest about something every experienced navigator already knows: the ENC has never represented everything needed for a safe navigational decision.
The chart is one component, not the whole picture
A safe decision on the bridge draws on many sources at once. Tidal predictions. Weather. Pilotage guidance. Under-keel clearance policy. Notices to Mariners. The characteristics of your own vessel. Historically the software presented these things, and the navigator performed the integration, holding the tidal window in mind, cross-referencing a warning against the intended track, judging clearance against the vessel's draught. That work is skilled, and it is constant. It is also effort that sits with the person who can least afford to be distracted during a critical moment.
S-100, the Universal Hydrographic Data Model, is the successor framework to S-57. The important point is what it is for: interoperability. S-100 provides a common, machine-readable framework that lets different data products work together, rather than sitting as separate, unrelated layers. This is the part that is easy to get wrong. S-100 is not simply "more products", and it is not a stack of new products sitting on top of a chart. Its value is that products are designed to combine. High-resolution bathymetry, forecast water levels, surface currents and machine-readable navigational warnings can be brought into a single, coherent operational picture.
Here is the change that matters. Under S-100, the effort of bringing information together moves away from the navigator and towards the software. The navigator still makes the decision. That does not change and should not change. What changes is the effort required to assemble the right information, in the right place, at the right time. Instead of mentally combining a tidal table with a chart with a warning, you work with a system designed to integrate those sources for you, so your attention can go to the decision itself.
As a navigation software developer, we try not to ask the narrow question: "can we display this new product?" The more useful question is: "how can these products help mariners make better, earlier, more informed operational decisions?" That framing shapes how we build. We participate in international S-100 working groups and operational trials, and we develop across our range: ECDIS, ECS, our navigation tablet, Passage Planner and the Seall Kernel SDK for other OEMs. The goal is not novelty for its own sake. It is reducing the effort between "information exists" and "good decision made".
The move from S-57 to S-100 is a genuine step forward, and it is where the industry is heading. Understanding it now, rather than at the point of mandate, puts you in a stronger position to plan.
